Complete the sentence: Mario Draghi is...?

There's much speculation as to what the European Central Bank may announce at its next meeting on June 5th. President, Mario Draghi has already announced stimulus measures may well be announced which could include negative interest rates and a bond buying programme. Ken Veksler, the MD of Accumen Management, says Draghi's been playing a game of cat and mouse by saying for months the ECB's ready to act. He believes that's created a vacuum and the markets want to take him on. 

Veksler believes the ECB is becoming obsessed by the euro's exchange rate. But even if the euro does lower it's not going to solve the imminent problem which are, he says, deflation, a lack of growth and stagnation.  If negative rates are indeed introduced, Ken says the euro will become a funding currency. If some sort of QE is started, he's concerned about what that will look like and it's not clear what effect any measures will actually have.
